School Board votes to close 3 schools in 2025-2026 school year
The Duval County School Board voted to close three schools in 2025 as part of a consolidation plan that will include three more schools the following year. More schools are likely to be consolidated as the board looks to reduce costs.
Where We Are
Board members voted unanimously to consolidate Annie R. Morgan Elementary into Biltmore Elementary School; Kings Trail Elementary into Beauclerc Elementary School; and, in a 6-1 vote, decided Susie Tolbert Elementary will consolidate into S.P. Livingston Elementary School in 2025.
Board members also said George Washington Carver Elementary will consolidate with Rufus E. Payne Elementary School in 2026, along with the consolidations of Hidden Oaks Elementary School into Cedar Hills Elementary and Don Brewer Elementary with Merrill Road Elementary School.
How We Got Here
Duval County Public Schools (DCPS) is updating the Master Facilities Plan to adjust for the rising costs of building materials, decreased sales tax revenue being sent to traditional schools, and declining enrollment. According to DCPS Superintendent Dr. Christopher Bernier, the district needs to cut up to $100,000 in expenses. Consolidating the three elementary schools in 2025 will result in a savings of approximately $3.3 million.
Earlier this year, consultants presented the board with a consolidation plan that would close two dozen schools. The district held several community meetings and provided an updated recommendation, which was discussed at a public hearing before the vote on Nov. 5.
What’s Next
The district still needs to cut around $97 million. Dr. Bernier said cuts to transportation, after-school programs, teacher supplies, and school personnel are all on the table.
There will also be public hearings regarding the school consolidations that were delayed until 2026 to give the district more time to gather information on how the consolidations will impact families.
